The artist is a man, I don’t know if with a more acute sensibility than other men, but with more appropriate language and depth than others for expressing joy, anguish and also pleasure, if it exists, in the moment in which he lives... In art, as in any other human activity, there are apparently only setbacks, and the past does not exist except as expression, like history, like something dead, to which we, in the present, give life. Luis Seoane. This is why to conceive a museum in which the figure of Luis Seoane will be present can only have the most complete shackles, the strongest and most revolutionary of all, so that they deservedly accompany the idea, the creative impulse, always free.

We harness the keys of the existing building and its surroundings in order to be able to define the new objective: to create enclosures suitable for a museum today and to establish a close link between all this and the city’s public spaces, using and recovering the historical remains that still survive, with an emphasis above all on that which connects the exterior and interior, such as the rampart, the walls, the road surfaces and the stone pillars. There 23 is a fundamental element in the building that exemplifies this idea: the open courtyard, the spatial reference of the whole proposal.

The building is released from its bondage on the west side... a high space is created, a structure of stone slabs where the reception services are located and from where one may quickly see the temporary exhibition galleries, the vertical communications and the patio... In this way the public space can penetrate into the building and, opening the entrance hall, reach the other side.
Visually this concept is always present by means of transparencies and glass screens.
It was sought to open the northeast corner to the views and to take advantage of its position as a rest area...

It is proposed to recover the route in the vicinity of the rampart, the disappearance of the Health Headquarters building, and in its place create an atrium with a stone wall and benches that enclose a poplar forest...
